For example, during a large infrastructure project in the mid-90s, we set up a detailed monitoring system that flagged procurement delays early. Rather than react after the project veered off course, we were able to negotiate faster lead times and adjust the project schedule. The project was delivered within budget and on time, something that would have been impossible without a solid monitoring system.

Evaluation, on the other hand, assesses the impact and sustainability of the project. It’s not just about whether the project was completed but whether it achieved its intended outcomes and created lasting value. In my career, I’ve been involved in several projects that looked successful on the surface—completed on time and within budget—but ultimately failed because they didn’t meet long-term objectives. This is where evaluation is crucial. It provides the opportunity to assess whether project deliverables continue to add value after the project has ended.

During a post-construction evaluation of a water supply project , we realized that while we had met all the technical specifications, the local community’s capacity to maintain the infrastructure was lacking. The evaluation led us to implement a capacity-building program, ensuring that the project continued to deliver benefits for years after completion.
